The House of Representatives has expressed displeasure at the Executive arm of government, led by President Bola Tinubu, for the delayed submission of the 2025 budget proposal to the National Assembly. Lawmakers emphasized that the delay violates key provisions of the Fiscal Responsibility Act 2007 and could hinder the smooth functioning of the Assembly.
National Assembly Urges Compliance with Budget Submission Deadline
At Wednesday’s plenary, the House adopted a motion of urgent public importance introduced by Clement Jimbo. The motion raised concerns over the Executive’s failure to comply with Section 11(1)(b) of the Fiscal Responsibility Act 2007, which mandates the government to submit the Medium Term Expenditure Framework (MTEF) not later than four months before the next financial year begins.
Jimbo highlighted that the Fiscal Responsibility Act was established to ensure prudent management of national resources and promote macroeconomic stability. He also noted that the Act ensures greater accountability and transparency in the fiscal operations of the government.
“The delay in submitting the budget proposal impedes the legislative process and infringes on the powers of the National Assembly as stipulated under Section 88 and 89 of the 1999 Constitution,” Jimbo said during his address to the chamber.
Legal Basis for Budget Submission
According to Section 11(1)(b) of the Fiscal Responsibility Act 2007, the Federal Government is required to prepare and submit the MTEF for the next three years to the National Assembly at least four months before the start of the financial year. This framework provides the foundation for the budget proposal and ensures timely legislative oversight and debate.
Jimbo also reminded his colleagues that Section 88(1) of the 1999 Constitution grants the National Assembly the authority to investigate matters related to the execution of government policies and appropriations. The lawmakers argued that this investigative power is undermined by the delayed submission of the budget proposal.
Lawmakers Set Compliance Deadline
Following the debate, the House resolved to urge the Executive to comply immediately with the provisions of Section 11(1)(b) and submit the 2025 Budget Proposal without further delays. The motion further directed the committees on National Planning and Economic Development, Appropriation, and Finance to monitor compliance and report back within two weeks.
