Uniting for Change: 100 CSOs Applaud Utsev’s Innovative Solutions for Sustainable River Basin Management

Professor Joseph Utsev, the Minister of Water Resources and Sanitation, has garnered widespread recognition for his transformative initiatives in Nigeria’s water resources sector. Over 100 civil society organizations across Africa have praised his leadership, highlighting the significant impact of his innovative approaches on revitalizing the nation’s river basins and improving water security.

In a joint statement, Dr. Kolawole Alabi, Executive Director of Transparency Watch Initiative (TWI), and Comrade Dangana Davies, President of Good Governance Advocates in Africa (GGAA), commended Utsev’s proactive approach to sustainable management of water resources. The civil society groups noted that his efforts have brought about substantial improvements in irrigation schemes and introduced integrated water resources management systems that have revitalized Nigeria’s agricultural productivity.

Under Utsev’s leadership, the Ministry of Water Resources and Sanitation has developed thousands of water schemes and sanitation facilities, providing access to clean water and sanitation services for over 32 million people across Nigeria. His commitment to equitable water distribution has been pivotal in addressing water security challenges and improving agricultural output, which directly impacts the nation’s food security.

Key to Utsev’s strategy is the introduction of cutting-edge technologies for water harvesting, storage, and distribution. By enhancing water infrastructure, the Ministry has not only increased water availability but also boosted economic activities in rural areas, created jobs, and reduced conflicts over water resources.

One of the standout innovations under Utsev’s tenure has been the revitalization of ailing irrigation schemes within the 12 Lower Benue River Basin Development Authorities (RBDAs). His efforts have led to improved irrigation for agriculture, which has enhanced the livelihoods of millions of farmers. These projects have contributed to increased food security while promoting the efficient use and conservation of water resources.

Moreover, a robust monitoring and evaluation framework has been implemented to track progress, ensuring that the Ministry’s goals are met and challenges are promptly addressed. This system ensures that the development of water infrastructure continues to align with Nigeria’s broader goals for sustainable water management.

The civil society groups particularly highlighted Utsev’s commitment to addressing health risks posed by inadequate water supply. His leadership in safeguarding public health was demonstrated during a recent inspection visit to the Dadin-Kowa Dam in Gombe State, where he assessed the dam’s stability and its impact on surrounding communities. His efforts in this area have helped to prevent the spread of waterborne diseases such as cholera, reinforcing his proactive approach to water quality and safety.

In addition to his work on water security, Utsev has made substantial strides in sanitation. Thousands of sanitation facilities have been constructed under his leadership in both public institutions and urban areas, serving over 550,000 individuals across 127 local government areas. These efforts have further strengthened Nigeria’s public health framework by providing safe and hygienic sanitation options for communities in need.

Civil society leaders have emphasized that Professor Utsev’s leadership has repositioned the Ministry of Water Resources and its agencies for enhanced productivity. His innovative strategies and comprehensive reforms have played a crucial role in improving Nigeria’s water infrastructure and promoting sustainable water management practices. The groups also encouraged other stakeholders in the water sector to continue supporting his initiatives to ensure lasting improvements.
